My offcie HP computer to the standard have 4GB.
i have added a new "Bank" of 4 Gb.
I see 8Gb but i can use only 3,17????

That's because you are running a 32 bit version of Windows

When you install Windows you get to choose between 32 bit and 64 bit.
You cannot change this - all you can do is wipe the disk drive and reinstall Windows from scratch

Of course, but the Intel Pentium G850 shown in Sal's screenshot is a 64-bit CPU, so that is not the problem.
