Little strip at the top of window

I'm not sure if this is the right spot, but I have lost the little strip on top of a task manager window and that makes it almost unusable.

Double-click anywhere in the area between the contents and the border. In the screenshot below, it's the yellow area.

This is how I expect to see task manager. I guess I described it poorly.
