I have a more-than-sneaking suspicion that the answer will be “Upgrade to the latest version, Chris!”.

I have an application that makes hourly backups of its data while work is in progress. The backup of today at 10a.m. (“Spell.BIN20161227_10”) was of a particularly good version of data, so for the first time in my life I thought that I would use one of the annotation/comment features that Msoft sprinkles with gay abandon around its software.
I could not find such a facility in any tab after I right-clicked on the file name and wandered through the Properties Tabs.
Am I missing something here?
Has there ever been a “Comment” or “Annotation” facility in Windows File Explorer?
Excel cells and Microsoft Word documents and all support comments.

In Windows XP, the Properties dialog for most (not all) file types had a Summary tab in which you could edit descriptive properties of a file. In Windows Vista and later, the number of file types for which you can edit properties (in the tab now named Details) has been reduced severely. It is still available for MP3 files, for example:
Similar for JPG files. I suspect because these file types have always supported and stored metadata.

Look at the "Details" tab and within that listing there MAY be a "Comment".

I am re-assured.
In the back of my mind was the thought that I ought to be able to right-click and add a comment.
I don't know whether I remember that from my XP days (only four years ago!) or whether I have been lulled into a false sense of compatibility ("Everything is an object; everything can be dragged and dropped; Every thing supports comments; ...)
