How to Fix Partition and Capacity Problems on USB's
I came across this very informative article on HTG: How to “Clean” a Flash Drive, SD Card, or Internal Drive to Fix Partition and Capacity Problems
Recently I had to reformat an old USB and I had an issue trying to wipe the partitions using the built in Windows Partition Manager. If I had know this then, I'm sure it would have been a great help. I have also in the past had USB's that did not read into Windows as a drive at all. As the article concludes, this process can help rectify this issue too.

Ah, DiskPart - one of the more complicated and unintuitive Microsoft command line utilities!
I always had the feeling that they'd imported a Linux programmer to write this...

The article looks quite straight forward but since I've never used DiskPart before I can't comment on your claims. You are the lounge guru in this area so I'd stick to the guidelines of the article then.
