Is it possible to remove the shortcut arrow from only one shortcut, leaving other shortcuts with their arrows?
My guess is that MS wouldn't allow this functionality.

Why not change the icon for the shortcut in question?
Right click on the shortcut, select Properties and use the Change Icon button

The arrow will stay on the icon irrespective of the icon image.
The arrow is actually an overlay on the icon itself; so that unfortunately will not work.
