How to create dictation for any language?

Hello all,
Sometimes using dictation becomes very useful and handy.
Is there any software to create dictation for a local language for phones?

For iOS: How to Dictate in Different Languages on the iPhone
For Android using Google's Gboard: click Settings > System > Languages and input > On-screen keyboard > Google Voice Typing > Languages.

Thank you very much for the useful information.
But what I mean for example the dictation for Kurdish language is not working as there are similarity in Kurdish and Arabic letters
Is there away to creat a custom dictation? And add it to the phone?

I'm afraid I cannot help you with that. The only extension I found is Learn Kurdish by voice and translation (for Android); it's got mixed reviews.
