Hello, why did I get this in Windows 11 but not in Windows 10?

I was tweaking my Windows !! laptop. I was sure Closing to Lid or pressing the Power button was set to 'Shut Down'. Somehow I did something wrong, and when I went back to it, It was waiting for me I to enter my PIN. That's when it appeared.
I have entered the same profile details on both laptops. I have two hotmail.com accounts but no Outlook.com
