Attempts to upgrade from Windows 1709 to 1803 have failed over the past few months. The installation seems to go through the usual processes then on the final restart - failure. Various error messages, the latest being 0xc1900101.
In desperation I thought I might try using the Media Creation Tool.
The 1803 ISO is no longer available, so I would have to skip a major update, but I was wondering whether I should try upgrading directly to 1809 using the available ISO file. Is it possible and safe to try this?

Yes, you can upgrade from 1709 (from any earlier version of Window 10, in fact) to 1809 using the Media Creation Tool. The ISO file contains a complete installation of Window 10.
Although it should work without problems, I'd make a backup of your important data first, to be on the safe side. This is always a good idea before a major update.
