Cannot change name of folder in File Explorer

I am trying to change the name of a folder in File Explorer, but Windows is displaying the message "The action cannot be completed because the folder or a file in it is open in another program." However, the folder or a file in it is not open in another program. In fact, I have no files or programs open other than File Explorer and I just restarted my computer. How can I change the name?

See if Unlocker (free) helps.

I have been using IOBIT Unlocker free for some time now, instead of the original version of Unlocker and find it to be a bit easier and faster to use. Worth a try. IMHO.
