Interesting Windows Insider update failure

I run Windows 10 Insider builds in a VMware virtual machine. Earlier this week I installed build 17711. CPU utilization was very high, and investigation showed that it was caused by the SNMP service chewing up 40% to 50% of the processor capacity. Since nothing I do needs SNMP, I went to the Optional Windows Components setup page and uninstalled it.

Today I tried to install the next build, 17713, but the installation failed with error 0x8007001f after a restart, and rolled back to 17711.

Thanks to someone else who figured this out and posted in the Feedback Hub, it appears that the installer couldn't deal with the absence of SNMP and just gave up. After I re-enabled SNMP in 17711, I was able to install 17713 without any problem.
