It is unlikely new speakers will make a difference. I agree with Hans last post. Borrow some from a friend or neighbor and test them.

This may or may not help, but it's worth a try:
1) Open Settings
2) Select "System"
3) Select "Sound"
4) In the Output Device section, make sure that your output device is set to Speakers
5) Click on "Device Properties" (in the same Speakers section)
6) In the "Speakers Properties" window that opens,select the "Enhancements" tab
7) Make sure that the "Disable all sound effects" box is CHECKED, i.e. you want to disable all sound effects. In many laptops, if this box is NOT checked, the sound output is quite restricted.
8) OK your way out of everything.
Now, only using the laptop speakers, is the sound considerably louder than previously?
Next, check the speakers/headphones output jack. Plug in a set of headphones to the jack (and make sure it is plugged into the Speakers/Headphone Out jack - NOT the Microphone jack). If you have satisfactory sound on your headphones, then the problem is most likely with the external speakers (make sure that they ARE plugged in).
Some of these suggestions may seem very rudimentary or obvious, but sometimes we overlook the obvious. Just a few weeks ago, I struggled with no output from my external speakers, until I realized that I had them connected to the microphone-in jack rather than the speakers-out jack.

The internal sound has been RS for quite a few months now but the speakers were good.
Does it seem that the old external speakers (they were a cheap set at about $2.50 AUD) have given out? They are four years old and been subject to Philippines heat for that time.
The only sound I can hear from the old speakers is a barely audible crackling.

I connected the new speakers to no avail, this seems to be the laptop.
I need to buy a new laptop, this one is 6 years old, they don't last too much more than that do they?

My current laptop is just over 6 years old. The only problem I have with it is that it's a bit heavier than a modern one, other than that it does everything I need.
If you plan to replace the laptop then you could try wiping it and reinstalling Windows from scratch. Make sure you have backed up all your data and that you have access to the right device drivers first.

I notice it has one USB connection, how is it connected?

The green port accomodate the speaker or earphones.
USB speakers would probably another option or if your laptop support bluetooth then bluetooth speaker would provide a wireless option.

The green port is for my external speakers, so where does the USB connection on the speakers go?

The usb plugs into one of your usb port and this device will be detected as a an additional sound card on your device manager. If your original sound device is not functional it is best to disable it from the device manager leaving the newly inserted usb as the new device processing your computer audios.

That sounds good but where does the speakers USB plug go, seems to me that I will be taking up 2 USB slots, one for the speakers and one for the external sound card, is that correct?

Sorry for the confusion.
If you are deploying a usb sound card, then a regular (non-usb) speaker is needed.
If on the otherhand you got a usb speaker then the usb sound card may not be needed, audio will be process using your cpu and output to the usb speaker, but the sound quality is not as good as when the sound is being course through a sound card device.

so it seems like I need regular (non-USB) speakers as I need that external sound card, if that option produces good sound.
What I have currently is a USB speaker and the sound from internal speakers is very low and if I use the eternal speakers it is no good at all.
Are all the external sound cards the same? The reason I ask is that the one you suggested has a delivery cost of $14 US where the Philippine cards are delivery free.

Not all are the same, you usually get what you paid for. If you want quality sound then an amplified speaker would be ideal.
