Transferring data from one computer to another

I’m getting ready to upgrade to a new computer and only want to transfer selected programs and setting. I am currently using Windows 7 and will be transferring over to Windows 10. What is the easiest and safest way to achieve this? I have read of few a different ways and would appreciated any additional feed back

There are commercial third-party tools (not free) for this:
PCmover (the Express version transfers only documents and settings, not applications; the Home and Pro versions transfer applications too).
PCTrans (the Free version is limited to 2 applications; the Pro version transfers unlimited applications).
