Restarting in safe mode

It appears that pressing F8 when booting up no longer works as a method for entering Safe Mode in Windows 8 and 8.1 because "The boot has become so fast that it literally cannot be interrupted by any of your keypresses" according to http://www.7tutorials.com/5-ways-boot-s ... windows-81" onclick="window.open(this.href);return false;. Moreover, several web sites provide instructions for logging into Safe Mode for users who are able to configure settings while logged in to their computers. How is Safe Mode activated for the user who cannot even get into the log in page?

Do you have a the original Windows 8 or 8.1 install disc or a System Recovery disc?
If not, does the system automatically attempt Startup Repairs (and fails, giving you access to a command prompt window).

Rudi: I do not have the original Windows 8 or 8.1 install disk, but I have a recovery cd in case computer does not boot up.

The system did not automatically attempt Startup Repairs the first time I had an error, but after forcing shut down twice, it did.

So is the original method of Safe Mode by pressing F8 at Startup no longer available in newer versions of Windows?

It is no longer available based on default settings, but there is a way to tweak this as described in the second link below...
