I don't the answer about legality, but around here the group of people known as Rural Mail Carriers use cars that have gas and brake pedals in the right side so they can deliver mail to boxes along the roadway. However, the only ones I've seen still have the steering wheel on the left, so the driver steers with his left hand while sitting in the right seat.

Of course our Postal Service has delivery trucks that ARE right hand drive vehicles.

That's why I said that I don't know the answer about legality, but like a lot of things OUR federal government does, they "just do it!"
