Me thinks the chairs are actually for a post support service, specifically to help supply the paper after the fact.
The roll seems to be quite far from the action hence the need for the support.

PS: I must admit that the support team gets some nice comfy (padded) seats! I just hope there's an extractor fan in the ceiling!!

Ah well, if its tiles you're after then these toilets are worth a visit, highly rated in Trip Advisor too.

I seem to remember there's a similar mosaic tile covered bench on the pavement outside the establishment.
