I'd guess the best time to do business with them would be about 10am or 1pm (give or take). If they are know there at these times they are probably closed for the day!

There is a local merchant who has a rather simple sign on his door.
Open: 9:01
Closed: 5:07
Four or five days a week.

This is just down the road from us. The cars start getting in line at about 10:00 am for the 11:00 am opening.
We have not tried it out yet but we will.
