I think it is a book about the Naval service.
A quick Google Search did not turn up a title.
I'd be grateful if anyone can steer me towards the correct title, or any other help.

I just took four key words from your suggested phrase and stuck them in Google.
I was lucky enough to get two hits that looked very similar to your phrase...I opened them and hey presto...
