IMHO it's not an intelligence thing, it's a personality thing.

My brother has two dachshunds. The one is a radical, outgoing, ruff, ball chasing, rabid dog and the other one is an excessively gentle lap dog that is very introvert and quiet.

Spot on, Rudi!

We've had one or two dachshunds for over 50 years, continuously. Each has his or her own personality. Some are wide open and some are lovers. We currently have a 14 yo female that I introduce to all strangers as "Killer!" I then warn them that she will jump on them and lick them to death.
