My guess is was made in Japan. Also a lot of Waldos, Mimes and Ronald McDonalds in there. Was there any explanation with the clip?

It's completely computer-animated, by a guy named Dave Fothergill. It uses a tool called Miarmy that "generates" crowds, swarms etc. for use in computer games and videos (think armies)
