A SUMMARY TO CLARIFY
- The item is ON an office desk
- It is NOT electronic
- It is smaller than a standard paperback novel
- It is associated with paper
- It is NOT used to join paper together (like: cello tape, paperclip or a stapler)
- It is NOT used to capture information (like: a pen, a printer, a date-stamp etc.)
- It is NOT used to provide information (like: calendars, notepads)
- Its weight does not have any significance to its function (like: paperweights)
- It does somthing to paper
- It is NOT a punch
- It cut paper into smaller pieces, such as a shredder, guillotine, scissors etc.?

In normal use, does it create usable pieces of paper of a specific size (like scissors or guillotine)?

Scissors looks like best bet to me, then guillotine, paper-knife doesn't seem likely as it's normal use isn't to create paper of a useful size

A guillotine is not usually hand-held. And with 3 guesses, if its not a scissors, a paper knife (or envelope opener) is a decent alternative guess.
