Universal Internet access on a laptop without Wifi

I understand there are certain tablets that permit the user to access internet even when no Wifi signal is available by virtue of a data SIM card and paid data subscription, much in the same way that phones permit 2G, 3G and 4G Internet access. Are there any laptops with similar capabilities?

It obviously only applies to laptops with the necessary port available.

You may also be able to use your smart phone as a wifi hotspot. This is called tethering. Some providers allow it, others charge extra, and some try to discourage it, so your mileage may vary. See for example The ultimate Android tethering guide / How to Tether Your iPhone.
