Not on my Android 4.4.2 HTC - I hold down the power button and press the camera icon...

Also not on my Android 4.1.2 LG39C. I press the up and down volume buttons together, and an app called QuickMemo opens with a screen shot. From there I can annotate it, rotate it, etc. and then save it, share it to a social media site, or email it.
