I came across an animated avatar that I thought of using on this lounge as my signature but found it to be too large.
When I tried to make it smaller by using "image>resizing" everything in the drop down list was grayed out and I could not do anything with the avatar.
Is there a system that I could use to make it smaller.

I have moved your post to the Graphics Software forum because it's more about editing animated .gif files than about Eileen's Lounge.
You might try the free online service GIFWorks.
Maximum image size for a user picture (avatar) is 90x90 pixels; maximum file size is 10 KB.

And given those max's shown by Hans, I think you'll probably have a tough time getting an animation down under the limits and still be "decent" looking.
But, just in case you want one to look at that's NOT free, I happen to have GIF Animator | CoffeeCup Software. Animated GIFs is tricky business for an amateur like me, so good luck with your hunting.

Just checked out gifworks and it is still free.
Will play with it a while to see if it will work for me.
The animated avatar is just a Garfield slowly opening and closing his eyes.

Here is a reduced version of the one Al posted. I used IrfanView to Extract the frames re-size the frames to Lounge size. I then used a program called UnFREEz to re-animate.

Eh, are we talking about animated signatures? Then I think I agree with Leif! It can very quickly start looking like, eh, some casino district or similar. As for user pictures/avatars; personally, some slow animation is not a big problem, but it depends very much on how it is done. But it can be done, as mentioned, very quickly with Ani. after perusing countless websites only to discover the animations are one big Annoyance so back to plain ole signature...which isn't "so bad."
