Tech Support at my ISP says:

I found this in the log file it appears your antivirus firewall may be causing it (ie Norton or Symantec product)
If this fix doesn’t work let me know.
this is the fix that norton has recomended for their firewall issue
open norton
settings
network at top
Click on Message Protection to the left
Then on right email antivirus scan
configure
remove check from scan outgoing email messages
click apply
ok
ok
click advanced
email protection on right should be disabled
hover mouse over email protection
In the popup you need to see if option Ignore is showing, if yes. click on Ignore."
