I've sent a lot of photos with Thunderbird and have never run into this one before.
Yesterday I was doing a favor for a friend who doesn't have a scanner. She gave me a wallet sized photo of her teen son in football uniform. I scanned it, added his name and year at the top and commenced sending it to her in an email via Thunderbird.
When I added the attachment, a screenwide bar appeared at the bottom of the composition window offering to let me use the following addon to send the picture to a cloud server from whence she could then download it. I declined and sent the picture anyway, which she was able to receive.
I have my own web domain, so if I WERE gonna use that method, I'd put the picture on my web and give someone the link.
For the info of anyone who cares to try: Filelink for Large Attachments | How to | Thunderbird
