Ctrl + X, ctrl + V, ctrl + Z occasionally stop working

Ctrl + X, ctrl + V, ctrl + Z occasionally and randomly stop working for me when I am editing Outlook contacts. I could be in the middle of editing a contact and then after cutting something, ctrl + V no longer works for pasting. I think the functions are restored perhaps after closing the contact, but I have not paid such close attention.

I usually attribute these copy/paste issues to add-ins or macros that run silently in the background and reset/clear the clipboard or alter shortcut keys. However, since your last post here, it might even be the Strong VPN installation that is causing this issue. (I do speak under correction though!)
