Outlook 2013.
Someone is sending an email From someone else. There is an option to save the sent item into that other person's Drafts folder, but this isn't what she wants to do. She doesn't want to send it, so ideally she wants to press Save and have it appear in his Drafts folder. The idea is that he would review it, and send it, himself.
Is this something that is possible? (They migrated from GroupWise where I assume it was possible.) At the moment she's dragging the email between folders.

According to Microsoft, this behaviour is by design. There is no fix for it, unfortunately. See Delegate Send, Drafts & Delete Items Functions on Behalf of Client, in particular the first reply by Outlook MVP Diane Poremsky.
