Different User Marking Appointments Private

We're moving the last of our Office/Outlook 2007 users to Office/Outlook 2010. Email is through an Exchange 2010 server on site.

In Outlook 2007, someone with editor access to your calendar folder could create an appointment on your calendar and mark it as private. When the appointment was saved, it showed the user that the appointment existed but no longer gave them access to what it was or to change it or to delete it. For some this is what they wanted.

In Outlook 2010, that's no longer possible as far as I can tell. The same person with editor access to your calendar, when they create an appointment the private lock button is no longer active. Shaded. If I elevate that person's permissions to owner they still do not have the ability to mark the appointment private. Even if I give the person full access to the user's mailbox via the Exchange server the private button is still shaded. Of course, we don't want them to have full access to all aparts but I tested it just to see what would happen.

We do not want to give the staff delegate access to their boss' calendars. Delegate access is problematic. Is there some way I can give the staff with editor access the ability to create private appointments again with Outlook 2010?

As far as I know, this is no longer possible in Outlook 2010. To enable the 'Private' check box, you have to make someone delegate AND tick the check box "Delegate can see my private items", but that's not what you want.

Found a way to do it. The private button still gray, but when the staff person makes the appointment before saving if they go to File > Properties they can set the sensitivity to private. Same thing as the button. After the staff person saves they'll no longer be able to edit the appointment they just made on their boss' calendar. Same thing would happen on the older version of Outlook. Sometimes I would get a call from a staff person who click the lock button by mistake and needed me to delete it off their boss' calendar.
