Detect if Arabic language is installed on system or not

Hello everyone
I have searched for such a topic but with no luck.
How can I be able to detect if the Arabic language is installed on the system using VBA ..?
The reason as some people insist on knowing the reason behind such questions is that I have a friend that made a program and he will distribute it to many people and he needs to alert these people to install the Arabic first before proceeding to his software.
