Access 2007 in form design properties box stays in place

How do i move the properties box when in form design?

Drag it to the left by its title bar. To dock it again, drag it to the right (or left) edge of the Access window.

I tried that but it didn't work, so i tried holding the control key down while i clicked on the title bar and it worked. I can now drag it around.
It seemed to be stuck in place before i tried the control key.

Strange - I can move it around without using the Ctrl key.
