why restore button not their for Forms in MS access?

Hello All,
I have downloaded an access database, when i maximize a form i can see minimize, restore and close button,
as in this screenshot the first set on top are for the ms access application , and the set below are for the form

but i have created a database these buttons are not their!!
from where i can enable this please?

Select File > Options.
Select 'Current Database' in the navigation pane.
Under 'Document Window Options', is 'Tabbed Documents' selected?
If so, select 'Overlapping Windows'.
Click OK.
