access open twice in the internet explorer

Hello
i making a intranet - web site using ms publiser 2007, there I created an object that has a hyperlink. In the hyperlink I place the path that point to an access db. the problem is that when I opens the web site with the IE (internet explorer) and double click the object it open the access databases twice.
Does anyone knows why this is hapening ?

This appears to be an old problem. Here is a Knowledge Base article for Access 2000 with a suggested workaround: ACC2000: Browser Link Opens Multiple Instances of Microsoft Access.

I think that is no going to work, i would try it again, maybe you have another idea ?
my html code is this

change it like is in the knowledge base ACC2000 i believe is not going to work...
