Rotate target line?

Hi. I'm working on a target chart but can't seem to rotate the target line?
Can anyone help?

The only way to do that would be to change the Target series to an XY Scatter chart and switch the x-values and y-values, but I doubt you'll be able to get the result you want.
Better change the Actual series from a bar chart to a column chart.
