Convert text file to excel

I have downloaded a text file from concerned authority in a text format. There is no option to choose excel/word format.Just click the link and it will download to a text format file.
But,I want to it an excel format i.e. xlsx or xls.

Can it ( attached ) be convert into an excel format?

Yes, that is possible,
- In Excel, press Ctrl+O to activate the Open dialog.
- Select 'Text files (*.prn, *.txt, *.csv)' from the dropdown to the right of the 'File name' box.
- Navigate to the text file and select it, then click Open.
- Excel will start the 'Text Import Wizard'.
- Select Delimited in the first step (this is the default setting), then click 'Next >'.
- In step 2, tick the check box labeled Other, and enter the ^ character in the box next to it (on my keyboard, ^ is Shift+6).

- Click Finish.
- You may have to adjust the width of some columns, in particular those with dates.
