When we add a watermark from Page Layout and pick up the default Draft option it doesnt put it on each page - however if you pick it up through custom watermark it does?
There are no section breaks in the document

Here’s a suggestion you might try
Go to Page Layout and select Margins, at the bottom select “Custom Margins†this will then open Page setup. Now select Page Layout. Now check to see if any of these boxes circled in red is check. If so uncheck boxes and try again inserting your water marks.
