How can I stop the this "SPACING - After" setting defaulting to 10 permanently please?

Click the little arrow in the lower right corner of the Paragraph group of the Home tab of the ribbon.
(In your screenshot, it is just below the mouse pointer).
Change the After setting to 0 pt (or whichever value you prefer).
Then click the 'Set as Default' button at the bottom of the dialog.
