I have a document with several clauses set up as headings, as follows:
1. Introduction
2. Definitions
3. Main Provisions
Etc.
I want to insert a reference to Clause 2 such that no matter where I moved Clause 2 to, the reference will update. Thus, if in the document I state something like, "See Clause 2 for the Definitions," the text will automatically update to state "See Clause 3 for the Definitions" if I add a new Clause 2 that pushes current Clause 2 down to Clause 3.
I tried to achieve this by going into Insert | Links group | Cross-reference and selecting with the following values:
Reference type: Numbered item
Insert reference to: Paragraph number
For which numbered item: 2. Definitions
However, when I made Clause 2 into Clause 3, updating the reference to Clause 2 did not update it to Clause 3.

Re: Inserting Cross-References
Cross-references won't be updated automatically. You can force them to update in several ways:
- Select the cross reference(s), then press F9.
or
- Print preview the document; by default, Word will update all fields in the document, including cross-references.
- Select the cross reference(s), then press F9.
or
- Print preview the document; by default, Word will update all fields in the document, including cross-references.
Best wishes,

Re: Inserting Cross-References
I tried to select the cross-reference and press F9, but it did not change the value.
