Page breaks causing page numbering to skip

I am inserting Next page breaks on the first and second pages of my document, but they are causing the page numbering to skip, such that page 2 is numbered as page 3 and page 3 is numbered as page 5. So the page numbering goes 1 - 3 - 5 rather than 1 - 2 - 3. Why?

Sounds as if you are inserting Odd Page Section Breaks.
In a quick experiment I was able to replicate this using Odd page breaks instead of Next page breaks...

They have the behavior of Odd page breaks but they are Next page breaks.

I am not sure why this is happening. It is very out of context.
Is there a chance that you can upload a copy of the document in question (desensitized)?
