I customize a lot of keyboard shortcuts to accommodate my needs for macros and add-ins.
I just noticed that a user-defined alt-shift-a is ignored in favor of Word's built-in "ShowAllHeading" in the Outline view. My customized shortcut kicks in only in the normal view or page view.
So, what is the rule? Are some keyboard shortcuts reserved for specific use under certain circumstances notwithstanding the user customization?

I don't think Microsoft has published the 'rule'. In most situations, user-defined keyboard shortcuts override the built-in ones, but apparently there are exceptions. You'll have to find out for yourself which ones they are - there doesn't seem to be an authoritative description.
