Publisher 2010 Labels

I didn't see a Publisher category, so I'm posting here.
Can you use the Labels templates in Publisher 2010 to make 5160 labels where each label contains a different name/address without using mail merge? (I know you can do this in Word)

The Avery 5160 template provides only a single label and is intended for mail merge.
You can enter address labels in the search box when you open Publisher or when you select File > New.
Pick a template that you like.
Enter a different name/address in each label manually.
