I have not bought Office 2010 but have been looking at it for a client.
I see that the current selling method has the following "For 1 user 2 PCs" for 6the "Office Home and Business" version.
Does this mean that EACH Windows User account would require a separate license to use this package?

No, the license is for two devices. From the Microsoft Software License Terms (MSLT) for Microsoft Office 2010:
Note that installing on two (boot) partitions of the same device would require two licenses.1. OVERVIEW. The software is licensed on a per copy per device basis. A
hardware partition or blade is considered to be a separate device.
2. INSTALLATION AND USE RIGHTS.
a. One Copy per Device. You may install one copy of the software on one
device. That device is the “licensed device.”
b. Licensed Device. You may only use one copy of the software on the
licensed device at a time.
c. Portable Device. You may install another copy of the software on a
portable device for use by the single primary user of the licensed device.
d. Separation of Components. The components of the software are licensed
as a single unit. You may not separate the components and install them on
different devices.
e. Alternative Versions. The software may include more than one version,
such as 32-bit and 64-bit. You may install and use only one version at a
time.

I believe that MS and others would increase sales if they simplified the language of licensing.

Personally I doubt that one person in a hundred reads the licensing terms...

Yes, that is what it amounts to. You can install MS Office for all users on one desktop computer and one laptop that are both your own.
