I’m on a computer running Windows Vista 7 Home Premium. There is a number-pad to the right of the keyboard. The numbers have alternate functions based on whether I press shift. For example, the “1” functions as “end” when pressing it with the shift key.
How can I toggle the keyboard so that the shift functions occur by default and the numbers only by pressing shift?

When NumLock is ON, the standard action of the keys 1...9 on the numeric keypad is to enter a digit, and if you hold down Shift, they act as the arrow keys.
But when NumLock is OFF, the standard action of the keys 1...9 on the numeric keypad is to act as arrow keys. If you hold down Shift, you extend the selection. For example, if you press Shift+1 (Shift+End), you extend the selection from the current position to the end of the line.
In other words, if NumLock is OFF, you can't enter digits by pressing Shift+key. It simply doesn't work that way.
