The term "sandboxing" is used for running software in a separated environment (a "sandbox") where it can't change system settings, at least not permanently. From your description, it seems unlikely that you're using it.

Well it has been some time since I started this thread but wanted to finally be able to post a solution that has worked for me. I really didn't want to run any third party programs in order to have the Wallpaper and Desktop I wanted so I just lived with what was happening until one day I asked the fellow who builds my computers why I couldn't get the desktop as I wanted. He then downloaded the latest video driver for my devise and ever sine it has worked as it should.
