Minimised Admin Password Dialogues?

I have some programs that require admin rights to run and they are set to do so. Is there any reason why when I launch such programs sometimes (but not always) the password dialogue only appears as a flashing button on the taskbar and does not appear as a window? I have to press the flashing button to make the dialogue appear. This behaviour sometimes happens with non-admin programs. After launch they fail to come on screen but are minimised to a flashing button. What is causing this behaviour? Is it just a Windows 7 quirk? Any way to cure it? Thanks.

If an administrative activity comes from a minimized application, the secure desktop request will also be minimized so as to prevent the focus from being lost. It is possible to disable Secure Desktop, though this is inadvisable from a security perspective. As per entry in Wikipedia

Thanks, I'm talking about launching programs so the application isn't running until it is launched so it shouldn't be minimized.
