Intercept Shutdown key

For a friend: Is there a way to modify the Win7 ShutDown button?

The situation is that keyboard/screens are provided to a battery of chassis; the chassis are in a separate room behind locked doors.
When a user shuts down a computer, it powers off (natch!) and the computer is unusable until a staff member comes along with nothing better to do than unlock a door and press a power button.

From the users points of views I suspect if they'd be happy just to disable the entire shutdown button-and-menu. The systems are used for internet browsing, and that's about it.

I have four copies of gpedit.msc on my system, not one of them recognised by Windows!

Chris,
What version of Windows 7 are you having this issue with?

It is not by chance the netbook that has Windows 7 Starter or Basic on it?

They do Not include the use of gpedit, and I also think that the Home version in general is not supported with that command.

Windows 7 Home Premium does not run GPEdit.
