Scrolling icons (?)

There's obviously a very easy answer to this question staring me in the face - but as a 'newby' I just can't seem to fathom it out!!

Could someone enlighten me as to what the scrolling action in some of the circular icons on the left of the page under the Topic heading mean please? Red obvously means new posts and black means no new posts - but then some seem to be auto scrolling, others not - and that's as far as I can get!!!!

The scrolling icon indicates a "busy" thread with 25 or more posts.

And we should be very happy for that!

I know some other forums that have the setting for "hot threads”/topics at "over 5 replies” or some 20-25 views. I don't think I have to tell you how the forum looks after a short while.

(Since this has been asked before, one can use search and the terms +scrolling +icons.)
