I notice that the boundary between cartoons and flags is now clearly defined.
Flags start on page 4.

It's OK.
I suspect that prior to my original post I too was mistaken into seeing no flags on that page. After the first post (and Hans's prompt reply) I went back and saw that things were as they had been.
I suspect I was too tired to notice the first time around.
